JOINT RESOLUTIONS

|
WHEREAS, There may be little or no equity in the
ownership of these devices once they become obsolete and
new or additional computing requirements are available;
now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Secretary of Budget and Fiscal Planning is requested,
with the assistance and advice of the ADP Policy Review
Board, to conduct a comprehensive review and evaluation
of both contractual facilities management for automatic
data processing centers, including the evaluation of
structural arrangements of a private, public, or combined
venture to operate a computer center for the benefit of
the many small users in the State, and the decision
process to purchase, rent or lease computer equipment;
and be it further
RESOLVED, That the Secretary of Budget and Fiscal
Planning with the assistance and advice of the ADP Policy
Review Board is requested to study and recommend specific
acquisition procedures and responsibilities for automatic
data processing equipment, services, software and
supplies; and be it further
RESOLVED, That the Secretary is requested to report
findings, conclusions and recommendations to the Governor
and the General Assembly no later than October 1, 1977;
and be it further
RESOLVED, That copies of this Resolution are sent to
the Honorable R. Kenneth Barnes Thomas W. Schmidt,
Secretary, Department of Budget and Fiscal Planning; Mr.
Philip G. Martin, Chief, Management Information Systems
Division, Department of Budget and Fiscal Planning; and
to the Honorable Louis L. Goldstein, Comptroller of the
Treasury.
