A House Joint Resolution concerning
Data Processing Equipment and Services - Acquisition
FOR the purpose of requesting the Secretary of Budget and
Fiscal Planning to conduct a study of the methods of
computer facilities management in the State
including evaluation of structural arrangements of a
private, public, or combined venture to operate a
computer center for the benefit of many small users
in the State; to evaluate purchase versus lease or
rental of computer hardware; and to report the
findings, conclusions and recommendations to the
Governor and the General Assembly.
WHEREAS, The House Committee on Appropriations has
created a special Subcommittee on State Data Processing
to undertake a comprehensive study and analysis of the
management, utilization, structure, expenditures, and
benefits of the Automatic Data Processing resource in the
State of Maryland; and
WHEREAS, Numerous questions have been raised on the
cost/benefit of replacing State employees under a
facilities management contract with contractor personnel
to operate and maintain State computer centers; and
WHEREAS, The federal Government and various firms in
the commercial sector have employed facilities management
successfully for years; and
WHEREAS, The State has been operating under a policy
of purchase rather than leasing or renting of computer
equipment and peripherals; and
WHEREAS, Such a policy may be beneficial to
incumbent vendors and may preclude a fair and competitive
bidding situation under a free enterprise system; and
