JOINT RESOLUTIONS
|

|
WHEREAS, The Division of Correction has no
comprehensive plan or program for dealing with mentally
retarded persons in the criminal justice system; and
WHEREAS, There has never been a comprehensive
statewide study of mentally retarded persons in the
criminal justice system; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
this Body requests that the Governor establish a
commission for the purpose of investigating and
developing a comprehensive long range plan for
appropriately dealing with mentally retarded persons in
the criminal justice system; and be it further
RESOLVED, That the commission should consist of one
representative from the Division of Correction, two
representatives from associations for retarded citizens
one representative from the Department of Health and
Mental Hygiene, one representative from the Law
Enforcement Assistance Agency, one representative from
the Office of the Governor, one representative from the
Juvenile Services Administration, one representative from
the Department of Education, two members of the Senate,
and two members of the House of Delegates; and be it
further
RESOLVED, That the commission investigate the number
of mentally retarded persons in the criminal justice
system; and be it further
RESOLVED, That the commission investigate the
sociological backgrounds of mentally retarded persons in
the criminal justice system; and be it further
RESOLVED, That the commission investigate what
services and programs are offered to mentally retarded
persons in the criminal justice system; and be it further
RESOLVED, That the commission investigate the needs
of the mentally retarded person in the criminal justice
system; and be it further
RESOLVED, That the commission develop a long-range
comprehensive plan for appropriately dealing with
mentally retarded persons in the criminal justice system;
and be it further
RESOLVED, That the commission shall report its
findings and recommendations to the Governor and the
General Assembly no later than March 1, 1978; and be it
further
