RESOLVED, That copies of this Resolution be sent to
the Honorable Steny Hamilton Hoyer, President of the
Senate; the Honorable John Hansen Briscoe, Speaker of the
House; the Secretary of the Department of Licensing and
Regulation; the Honorable David Hornbeck, State
Superintendent of Schools; and Mr. Michael I. Volk,
Committee Reporter, Legislative Policy Committee.

A Senate Joint Resolution concerning
Mentally Retarded Persons in the
Criminal Justice System
FOR the purpose of requesting the Governor to appoint a
commission during 1977 to study and make
recommendations concerning the mentally retarded
citizen in the criminal justice system.
WHEREAS, The people of Maryland have a great concern
for the welfare of all mentally retarded citizens; and
WHEREAS, The 1977 appropriation for the Division of
Correction was $37,197,513; and
WHEREAS, There is an indeterminate number of
mentally retarded persons in the criminal justice system
in Maryland; and
