account for over 40 percent of the State's gross product
and over 50 percent of its jobs; and
WHEREAS, The small businessman finds it more and
more difficult to stay in business with taxes levied at
every level of government, increasing responsibilities
for employees and consumers, and the ever increasing
flood of forms and licenses required by State and local
government; and
WHEREAS, It is estimated that the small businessman
in Maryland fills out between 15 and 20 forms a year for
the State government; and
WHEREAS, The federal government requires an
estimated 50 additional forms per year from the small
businessman; and
WHEREAS, It is important for the State to give
recognition to this large segment of the Maryland economy
since small businesses are not represented at the State
level by any agency, board, or commission; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor is requested to establish a Small Business
Task Force for the purpose of studying the relationship
between small businesses and State and local governments,
including but not limited to regulations and licensing
requirements; and be it further
RESOLVED, That the Small Business Task Force shall
be composed of seven members representing small
businesses, four of which will be appointed by the
Governor including the chairman, and three to be
appointed by the Mayor of Baltimore City; and be it
further
RESOLVED, That the Small Business Task Force shall
report its findings and recommendations to the General
Assembly in the first week of the 1978 session; and be it
further
RESOLVED, That copies of this Resolution be sent to
the Governor and the Mayor of Baltimore City.
