adoption of procedures and use of equipment that will
have long-range benefits for protection of the Chesapeake
Bay and other waters of the State; and
WHEREAS, On November 14, 1976, Mr. Wonders drowned
after falling from a small boat into the Severn River;
and
WHEREAS, The tragedy was not related to Jim's
employment and he had less than one year of State
service, it leaves his widow, Mrs. Denise M. Wonders, who
is expecting a child in the spring, without any of the
benefits which normally accrue to survivors of State
employees; and
WHEREAS, Notwithstanding the laws governing the
payment of death benefits, the General Assembly feels an
obligation to suggest some measure of relief to Denise
Wonders; and
WHEREAS, The Department of Natural Resources has
stated its willingness to provide this relief upon
direction of the Board of Public Works; now, therefore,
be it
RESOLVED BY THE GENERAL ASSEMBLY Of MARYLAND, That
the General Assembly expresses its deepest sympathies to
the family of the late James Earl Wonders, II; and be it
further
RESOLVED, That by copy of this Joint Resolution, the
Board of Public Works favorably consider assistance to
Mrs. James Wonders by authorizing the Department of
Natural Resources to make a cash payment to her in lieu
of the death benefit payment based en the length of State
service of her late husband; and be it further
RESOLVED, That copies of this Joint Resolution be
sent to the Honorable Marvin Mandel, the Honorable Louis
L. Goldstein, the Honorable William S. James, Secretary
of Natural Resources James B. Coulter, and Mrs. James
Earl Wonders of Glen Burnie, Maryland.
