this body requests the Governor to appoint a committee
|

|
consisting of three citizens of the State, three members
of the General Assembly, one member of the Department of
Fiscal Services, on member of the Joint Budget and Audit
Committee, and one member of the Department of
Assessments and Taxation to study the problems of current
assessment practices and the alternatives to the real
property tax, and to make recommendations to the Governor
and the General Assembly; and be it further the President
of the Senate and Speaker of the House of Delegates are
requested to appoint a committee, composed equally of
members of the Senate and the House of Delegates and such
additional representatives from the public to insure
citizen input into the work of the Joint Committee, to
study current assessment practices and to submit a
preliminary report to the General Assembly prior to
January 1, 1978 and to submit a final report to the
General Assembly as soon thereafter as practical; and be
it further
RESOLVED, That a copy of this Resolution be sent to
the Governor President of the Senate and Speaker of the
House of Delegates.

A House Joint Resolution concerning
James Earl Wonders, II - Death Benefits
FOR the purpose of seeking legislative approval of death
benefits for an employee of the Water Resources
Administration.
WHEREAS, James Earl Wonders, II was employed by the
Department of Natural Resources as a Conservation Aide
III in the Oil Control and Containment Unit of the Water
Resources Administration; and
WHEREAS, He carried out the singularly important
duties of his post in an effective and dedicated manner
particularly the tasks for which he was cited in
connection with the widely publicized exercise
demonstrating air—sea deployment of open water
containment equipment; and

WHEREAS, His work in this field could lead to
