desirable; and
WHEREAS, The various educational agencies are
seeking to implement programs to inform students on
vehicle code rules and safe bicycling practices and
behavior; new, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
it hereby requests the Department of Transportation, in
consultation with the Department of Public Safety and
Correctional Services and the Department of Education,
and pursuant to the advice and counsel of representatives
of county and municipal subdivisions, law-enforcement
agencies, traffic engineers, planners, educators, and
representatives of highway user groups and associations,
bicycling groups and associations, and such other
individuals and organizations as may be determined to be
able to contribute pertinent knowledgeable input, to
organize a special Citizens Bicycle Study Committee to
review the concerns discussed in this Resolution and make
appropriate recommendations for the expeditious
mitigation or resolution of those concerns, with the goal
of enhancing the safety and utility of the bicycle as an
alternative means of transportation in Maryland; and be
it further
RESOLVED, That at least one—half of the membership
of the committee shall be composed of members selected
from nominees submitted by State and local clubs,
associations, and organizations actively concerned with
bicycling, not representing any governmental unit and
with not more than one such member from any one county or
Baltimore City so as to insure adequate representation of
the views of the nongovernmental sector in findings and
recommendations; and be it further
RESOLVED, That the committee review the Maryland
vehicle laws to ascertain the adequacy of the laws
relative to bicycle use of public facilities and make
recommendations for improvements to, or clarifications of
the laws; and be it further
RESOLVED, That the committee review the various
local ordinances pertaining to the operation of bicycles
within the several local jurisdictions, and develop a
model bicycle ordinance for the guidance of local
jurisdiction so as to promote uniformity of local
ordinances throughout the State, where local conditions
permit uniformity; and be it further
RESOLVED, That the committee review existing
planning guides and standards of bicycle facilities
within or adjacent to public streets, bridges, and
highways, analyze and evaluate these items and where
