establishing a cooperative academic program in
reclamation, as well as the joint undertaking of research
activities; and
WHEREAS, The parties to these discussions perceive
the need fox the educational training of specialists in
the field of reclamation due to: (1) the growing
magnitude of land disturbances from such activities as
surface mining, highway and other public works
construction and general land conversion from nonurban to
urban uses; and (2) increasingly stringent governmental
regulatory programs which require environmental controls
of land reclamation practices; and
WHEREAS, To satisfy this recognized need, the
parties are in the process of jointly developing an
academic program in the field of "Reclamation" for the
purpose of providing the State of Maryland with a
reservoir of specialists in reclaiming degraded land,
which specialists upon graduation from the proposed
educational program would be competent to fill positions
with State and federal regulatory agencies as well as
engineering firms and private industries; and
WHEREAS, Physical placement of the Bureau of Mines
on the Frostburg State College campus is desirable
because it would: (1) afford close proximity among
professional staff members of the Bureau, the Appalachian
Environmental Laboratory, which is already located on
campus, and those College departments, particularly
Biology and Geography, that would participate in the
proposed program; (2) facilitate the undertaking of joint
research projects and activities; (3) enable the Bureau
to utilize campus laboratories for both academic program
and research—related purposes; and (4) generally serve to
illustrate the public benefits that can be derived from a
close cooperative relationship between State regulatory
and educational institutions; and
WHEREAS, Paralleling the joint effort to develop the
Reclamation program, formal adoption of which is
contingent upon the approval of the Frostburg State
College Senate, the Board of Trustees of the Maryland
State Universities and Colleges and the State Board for
Higher Education, Frostburg State College is endeavoring
to identify a suitable facility on the campus to
accommodate the staff from the Maryland Bureau of Mines
which is currently located in Westernport, Maryland; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
this Body endorses the joint efforts underway on the part
of Frostburg State College, the Maryland Energy and
Coastal Zone Administration of the Department of Natural
