JOINT RESOLUTIONS
WHEREAS, The operation and functions of Crownsville
Hospital were first criticized by the Joint Commission on
Accreditation of Hospitals; and WHEREAS, The first report of the Humane Practices
Commission to the Governor was critical of the patients'
appearances and physical facility conditions at
Crownsville; and WHEREAS, The Department of Health and Mental Hygiene
reallocated almost $900,000 and 80 positions to statewide
community programs in mid-1974; and WHEREAS, The Crownsville Hospital Superintendent
requested that a Task Force be established to review the
needs of the Institution; and WHEREAS, A subcommittee of the Anne Arundel County
Delegation was appointed to resolve the controversy
surrounding the Crownsville program and budget; and WHEREAS, The Center was brought to the public's
attention as problems were published in a series of
newspaper articles; and WHEREAS, The Governor was requested to provide for
the conduct of a thorough comprehensive examination of
Crownsville which led to an independent consultant study;
and WHEREAS, The consultant study calls for a
reorganization and evacuation of certain buildings
presently in use at Crownsville; and WHEREAS, The Fiscal Committees of the General
Assembly, during the 1976 Session, called for a review
and determination of the feasibility of consolidation or
reallocation, or both, of facilities within the
Department of Health and Mental Hygiene; and WHEREAS, The Boys' Village has recently been
revitalized and redirected in its program development;
and WHEREAS, The Boys' Village is now a Regional
Resource Center for comprehensive health needs, both
residential and day care programs; and WHEREAS, Boys' Village Regional Resource Center
after only two years' experience has shown many successes
in providing multiservices to meet a wide range of client
needs of the mentally ill, mentally retarded, and the
juvenile delinquent; now, therefore, be it and
