A Senate Joint Resolution concerning
Multiservice Center/District Court Building
FOR the purpose of requesting the Governor to establish a
clear and written position relative to the
Multiservice Center/District Court Building concept
as detailed in the consultant's report proffered by
the Department of State Planning.
WHEREAS, There have been numerous General
Construction Loan items appropriated in the past several
sessions of the General Assembly relating to the
development of Multiservice Center/District Court
Buildings; and
WHEREAS, The House Appropriations Subcommittee on
the Capital Budget and the Senate Subcommittee on the
Capital Budget conducted a special hearing on this
subject during the 1976 Interim; and
WHEREAS, The Governor historically establishes and
articulates a position when the State of Maryland embarks
on new delivery systems which provide services to the
citizens of the State of Maryland, such as the Public
School Construction Program; and
WHEREAS, The conceptual program for the Multiservice
Center/District Court Buildings, as detailed in the
consultant's report proffered by the Department of State
Planning, has not been approved by the Governor and
submitted to the General Assembly for review and
approval; now, therefore, be it and
WHEREAS, The consultant's report has recommended a
standardized State system for Multiservice
Center/District Court Buildings; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the General Assembly recommends that the Governor develop
a clear and written master plan which details the
concept, the organizational structure and the manner of
implementation on a priority basis regarding the
