applicants, Mr. David W. Hornbeck merited selection as
Superintendent of Schools based on his academic
preparation and professional experience; and
WHEREAS, Mr. Hornbeck's academic preparation
includes the following degrees: Bachelor of Arts (1963),
awarded by Austin College, in Sherman, Texas, after
attaining the Dean's list for three years; Diploma in
Theology (1965), awarded by Oxford University in Oxford,
England; Bachelor of Divinity (1966), awarded by the
Union Theological Seminary, in Hew York, New York; and
Juris Doctor (1971), awarded Cum Laude by the University
of Philadelphia, in Philadelphia, Pennsylvania; and
WHEREAS, Mr. Hornbeck's professional experience
includes: during the period from 1966 to 1968, experience
in the position of Executive Director of the Philadelphia
Tutorial Project, with responsibility for overall
development and supervision and in the position of
consultant. United States Office of Education and
Consultant, United States Office of Economic Opportunity;
during the period from September 1968 to February, 1970,
after his admission to law school, experience as
Assistant to the Director of the Philadelphia Tutorial
Project; during the period from July, 1970 to June, 1971,
experience as Adjunct Associate Professor at Yale
University Divinity School, and also from March, 1970 to
February 1971, work under a grant for the Philadelphia
Program for Excellence in Higher Education, preplanning
creation of a new college for Philadelphia; during the
period from August, 1971 to January 1972, experience as
Deputy Counsel to the Governor of the Commonwealth of
Pennsylvania; during the period from January, to
September, 1972, experience as Special Assistant and
Counsel to the Pennsylvania Secretary of Education; and
during the period from September, 1972, to July 1976,
experience as Executive Deputy Secretary of Education for
Pennsylvania, which entailed primary responsibility for
the administration of educational affairs in the
Commonwealth; and
WHEREAS, Action has been commenced challenging the
selection of Mr. Hornbeck as State Superintendent of
Schools; and
WHEREAS, The General Assembly of Maryland concurs in
the determination of the State Board of Education that
Mr. Hornbeck qualifies for the position; now, therefore,
be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the General Assembly declares its belief that Mr. David
W. Hornbeck is eminently, legally, and professionally
qualified to serve as State Superintendent of Schools.
