Maryland General Assembly's Legislative Policy Committee
prior to the 1978 session; and be it further
RESOLVED, That copies of this Resolution be sent to
the Honorable Jerome Frampton, Jr. Richard Schifter,
President, State Board of Education, and the Honorable
David W. Hornbeck, State Superintendent of Schools,
Department of Education, P. O. Box 8717, Baltimore,
Maryland 2 1240 for distribution to the Commissioner of
Baltimore City Public Schools and each local
Superintendent of Schools.

(House Joint Resolution 109)
A House Joint Resolution concerning
State Superintendent of Schools
FOR the purpose of declaring the General Assembly of
Maryland's belief that Mr. David W. Hornbeck is
eminently qualified to serve as State Superintendent
of Schools.
WHEREAS, Article 77, §23 of the Annotated Code of
Maryland, which specifies the qualifications of the State
Superintendent of Schools, requires that the
Superintendent be an experienced and competent educator,
be a graduate of a standard college with at least two
years of special academic and professional graduate
preparation in a standard university, and have at least
seven years of experience in teaching and administration;
and
WHEREAS, In order to select a new State
Superintendent of Schools, the State Board of Education
instituted, during the period from February to June,
1976, a nationwide search for an individual possessing
the requisite qualifications; and
WHEREAS, The Board carefully reviewed 110
applications for the position of Superintendent and,
after this review, personally interviewed 17 of the
applicants; and
