3676                                  JOINT RESOLUTIONS being provided, to determine the financial needs of these
services, and to consider including appropriate programs
for runaways in the Comprehensive Animal Services Plan
for Title XX; and be it further RESOLVED, That copies of this Resolution be sent to
the Honorable Richard A. Batterton, Secretary, Department
of Human Resources, 1100 N. Eutaw Street, Baltimore,
Maryland 21201. Approved April 12, 1977.
No. 8 (House Joint Resolution 72) A House Joint Resolution concerning Public Education — Suspension FOR the purpose of directing the Maryland State Board of
Education to undertake a study and make
recommendations concerning suspensions and
expulsions in the public school system. WHEREAS, There is a general public concern for the
increasing problem of the disruptive youth in the public
schools creating problems of discipline, dropouts and
suspension of students in the schools; and WHEREAS, The State Board of Education has recognized
the issues and has approved Project Basic, revision of
bylaws requiring local school systems to deal with the
problem of suspension and expulsions; and WHEREAS, Increasingly more information is needed
concerning the extent of the suspensions and expulsions;
reasons for suspensions; intervention practices to
include curriculum adjustments prior to and during
suspension and expulsion in order to intelligently reduce
such action; now, therefore, be it RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the State Board of Education shall in cooperation with
the local education agencies establish a study and
recommend a process and procedure to annually determine
and report to the State Board of Education: (1) the
extent of suspension and expulsion, (2) the reasons for
such suspension, (3) interventive procedures used prior
to and during suspension; and be it further
