(2) Any resident serving in the Armed Forces
of the United States while on leave in the State, during
his leave period, if, while hunting, he possesses a copy
of his official leave order; and
(3) Any unarmed person participating in an
organized foxhunt.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

CHAPTER 944
(House Bill 505)
AN ACT concerning
Public Service Commission Law -
Gubernatorial Commission
FOR the purpose of establishing a Gubernatorial
Commission to study the Public Service Commission
Law and to make a report and recommendations
concerning these laws.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That
1. There is established a Gubernatorial Commission
to study the provisions of Article 78 - Public Service
Commission Law. The Commission shall complete a thorough
review of these provisions to determine if any changes in
the law or procedures and regulations of the Commission
are advisable. The Commission shall make a final report
including any recommendations and draft legislation by
July 1, 1978. An interim report shall be made to the
General Assembly at the beginning of the 1978 Session of
the General Assembly.
2. The Commission is composed of 25 27 members
appointed by the Governor. The members shall include
seven members of the Senate and seven members of the
House of Delegates. These legislative members shall be
picked from the various geographical areas of the State.
The Chairman of the Public Service Commission and the
People's Counsel shall be members. Additional
appointments shall include two representatives each from,
industries regulated by the Commission, industries
affected by any change in the law, consumer groups,
employee groups, and the general public, The remaining
member shall be appointed at large and shall be
