(B) RULES AND REGULATIONS.
THE ADMINISTRATION MAY ADOPT RULES AND REGULATIONS
TO CARRY OUT THE PROVISIONS OF THIS TITLE.
REVISOR'S NOTE: This subsection is new language
added to conform to similar provisions in this
article as to other comparable units in the
Department. (See, e.g., §§ 6-205(b) and
7-205(b).)
This subsection eliminates the necessity for
including analogous provisions throughout this
title.
(C) ESTABLISHMENT AND MAINTENANCE OF STATE HIGHWAY
SYSTEM.
THE ADMINISTRATION SHALL DETERMINE AND MAY CHANGE
FROM TIME TO TIME THE LOCATION, CONSTRUCTION, GEOMETRICS,
DESIGN, AND MAINTENANCE OF THE STATE HIGHWAY SYSTEM.

§§7(f) and 65.
(D) CONSULTATIONS AND CONTRACTS WITH OTHERS.
THE ADMINISTRATION MAY CONSULT, CONFER, AND CONTRACT
WITH ANY AGENCY OR REPRESENTATIVE OF THE FEDERAL
GOVERNMENT, THIS STATE, OR ANY OTHER STATE OR WITH ANY
OTHER PERSON IN FURTHERANCE OF THE DUTIES OF THE
ADMINISTRATION AND THE PURPOSES OF THIS TITLE.

(E) AGENTS AND EMPLOYEES.
(1) THE ADMINISTRATION MAY EMPLOY AND FIX THE
COMPENSATION OF ENGINEERS, ACCOUNTANTS, PROFESSIONAL AND
TECHNICAL EXPERTS, SURVEYORS, SKILLED AND UNSKILLED
LABORERS, ADVISORS, CONSULTANTS, AND ANY OTHER AGENTS AND
EMPLOYEES THAT IT CONSIDERS NECESSARY TO CARRY OUT ITS
POWERS AND DUTIES.
(2) ANY EMPLOYEE OF THE ADMINISTRATION MAY BE
BONDED UNDER ARTICLE 78A, §§46 THROUGH 50 OF THE CODE.
