employer is represented. 8. (a) [Prior to performing any act as a legislative
agent before the General Assembly, every legislative
agent shall register with the Secretary of State in a
legislative agent docket and file at that time the
authorization from the employer. This requirement,
because of unusual circumstances, may be waived by the
chairman of the committee or subcommittee before which
the legislative agent is to appear, which waiver shall be
with the concurrence of the committee or subcommittee.
The legislative agent shall within three days thereafter
register with the Secretary of State as set forth in this
section.] THE FOLLOWING PERSONS MUST REGISTER WITH THE
SECRETARY OF STATE: (1)    A LOBBYIST; (2) ANY PERSON WHO EXPENDS $500 OR MORE IN A REPORTING PERIOD AS AN EMPLOYER FOR COMPENSATION OF OR FOR EXPENSES OF ONE OR MORE LOBBYIST AND WHO IS NOT EXEMPT UNDER SECTION 6(H); AND (2)    ANY PERSON WHO IS NOT EXEMPT UNDER SECTION 6(H) AND, IN A REPORTING PERIOD, HAS EXPENDED
$500 OR MORE FOR COMPENSATION OF ONE OR MORE REGISTRANTS;
AND (3) ANY PERSON WHO SOLICITS OTHERS AND EXPENDS $1,000, EXCLUDING POSTAGE, IN A REPORTING PERIOD FOR THE EXPRESSED PURPOSE OF ENCOURAGING PERSONS EXPENDS
$2.000, INCLUDING POSTAGE, IN A REPORTING PERIOD FOR THE
EXPRESS PURPOSE OF SOLICITING OTHERS TO COMMUNICATE WITH
ANY OFFICIAL IN THE LEGISLATIVE OR EXECUTIVE BRANCH TO
INFLUENCE ANY LEGISLATIVE ACTION OF GUBERNATORIAL
SIGNATURE OR VETO OF PENDING LEGISLATION AND WHO PERFORMS
NO OTHER ACT WHICH OTHERWISE REQUIRES REGISTRATION. (B)         ON OR BEFORE JANUARY 10 OF EACH YEAR, OR NOT LATER THAN FIVE DAYS AFTER FIRST PERFORMING ANY ACT
REQUIRING REGISTRATION UNDER THIS SUBTITLE, WHICHEVER IS
LATER, EVERY PERSON REQUIRED TO REGISTER WITH THE SECRETARY OF STATE PURSUANT TO SUBSECTION (A) SHALL
PROVIDE THE FOLLOWING INFORMATION, WHERE APPROPRIATE, ON
A FORM PROVIDED BY THE SECRETARY: (1)         THE REGISTRANT'S NAME AND PERMANENT ADDRESS; (2)          THE NAME AND PERMANENT ADDRESS OF EACH
PERSON WHO IS REQUIRED TO REGISTER UNDER THIS SECTION AND
WHO WILL LOBBY ON THE REGISTRANT'S BEHALF; (3)           THE NAME, ADDRESS, AND NATURE OF
