MARVIN MANDEL, Governor                               3555 ARISING UNDER THIS ARTICLE. THE HEARING EXAMINER SHALL
CONDUCT HEARINGS, MAKE FINDINGS OF FACT, AND DRAW
CONCLUSIONS OF LAW IN DISCRIMINATION CASES ASSIGNED TO
THE HEARING EXAMINER. THE HEARING EXAMINEE SHALL DRAFT PREPARE A PROVISIONAL ORDER WHICH WILL RIPEN INTO AN SHALL BECOME THE FINAL ORDER OF THE COMMISSION BARRING
APPEAL OF THE HEARING EXAMINER'S OPINION UNLESS AN APPEAL IS TAKEN FROM SAID PROVISIONAL ORDER TO THE COMMISSIONERS. THE HEARING EXAMINER SHALL BE PAID THE
COMPENSATION PROVIDED IN THE BUDGET. (C)    [The Commission is authorized to employ its
own attorney, who shall be appointed by the Governor, and
who] THE HUMAN RELATIONS COMMISSION MAY EMPLOY ITS OWN
ATTORNEY, WHO SHALL BE APPOINTED AND REMOVED BY THE
EXECUTIVE DIRECTOR WITH THE APPROVAL Of THE COMMISSION.
THE ATTORNEY shall [be paid such] RECEIVE compensation as
[shall be] provided [by law] IN THE BUDGET, and [who]
shall act as general counsel and legal advisor to the
HUMAN RELATIONS Commission and shall represent the HUMAN
RELATIONS Commission at all hearings and judicial
proceedings in which the HUMAN RELATIONS Commission is a
party. THE OFFICE OF THE GENERAL COUNSEL SHALL INCLUDE
ADDITIONAL PERSONNEL AS PROVIDED IN THE BUDGET. (D)    THE COMMISSION MAY RETAIN LEGAL ASSISTANCE FOR
THE PURPOSE OF ADVISING THE COMMISSIONERS IN LEGAL MATTERS. THE COMMISSION SHALL RETAIN LEGAL ADVISORS IN NUMBERS AND LEGAL ADVISORS RETAINED FOR THE PURPOSE SHALL
BE COMPENSATED AS PROVIDED IN THE BUDGET.
3.
(a) The [said] Commission [shall have authority
and power to make such] MAY MAKE SUCH surveys and studies
concerning human relations, conditions and problems as it
may determine, and to promote in every way possible the
betterment of human relations. In making [such] studies
and surveys, it [shall be authorized to] MAY expand any
funds [which may be] provided for in the budget or
otherwise made available. On the basis of [such] studies or surveys, the
Commission [shall] MAY recommend to the Governor [such]
additional legislation or changes in existing legislation
[as may be deemed desirable]. (B) THE COMMISSION, IN CASES OTHER THAN THOSE INVOLVING EMPLOYMENT, MAY SEEK REDRESS IN THE COURTS IN BEHALF OF A COMPLAINANT. [(b)](C) It [shall be] IS the duty of [said] THE Commission to (B) THE COMMISSION SHALL submit an annual
report to the Governor and General Assembly on or before
January 1st each year of the work of the Commission. [(c)] (D) (C)           Whenever any problem of racial discrimination arises, the Commission IMMEDIATELY may
