composition of the Commission shall be: One member shall
be from Caroline, Cecil, Harford, Kent, Queen Anne's or
Talbot counties; one member shall be from Dorchester,
Wicomico, or Worcester or Somerset counties; three
members shall be from Baltimore City; one member shall be
from Allegany, Carroll, Frederick, Garrett, Howard, or
Washington counties; one member shall be from Montgomery
County; two members shall be from Baltimore County; one
member shall be from Anne Arundel, Calvert, Charles, or
St. Mary's counties; and two members shall be from
Prince George's County.] IN THE APPOINTMENT OF
COMMISSION MEMBERS, CONSIDERATION SHALL BE GIVEN TO
REPRESENTATION FROM ALL AREAS OF THE STATE.
(B) THE MEMBERS OF THE COMMISSION MAY NOT RECEIVE
ANY COMPENSATION FOR THEIR SERVICES BUT SHALL BE PAID
THEIR EXPENSES WHILE ENGAGED IN THE DISCHARGE OF THEIR
OFFICIAL DUTIES, IN ACCORDANCE WITH THE STANDARD TRAVEL
REGULATIONS.
2.
[The members of said Commission except the chairman
shall not receive any compensation for their services but
shall be paid their expenses while engaged in the
discharge of their official duties, in accordance with
the standard travel regulations.]
(A) [The Governor shall appoint an executive
director and a deputy director, each of whom shall be
paid such compensation as shall be provided in the
budget, and who shall perform such duties as may be
prescribed by said Commission. In addition, in the
absence of the executive director, the deputy director
shall perform all functions and exercise all authority of
the executive director. The chairman of the Commission
shall be paid such compensation as shall be provided in
the budget.] THE EXECUTIVE DIRECTOR OF THE COMMISSION
SHALL BE APPOINTED BY THE GOVERNOR FROM A LIST OF FIVE
NAMES SUBMITTED BY THE COMMISSION AND SHALL BE REMOVED BY
THE GOVERNOR UPON RECOMMENDATION OF TWO-THIRDS OF THE
MEMBERS OF THE COMMISSION. THE EXECUTIVE DIRECTOR SHALL
APPOINT A DEPUTY DIRECTOR WITH THE APPROVAL OF A MAJORITY
OF THE MEMBERS OF THE COMMISSION. THE EXECUTIVE DIRECTOR
MAY REMOVE THE DEPUTY DIRECTOR WITH THE APPROVAL OF A
MAJORITY OF THE MEMBERS OF THE COMMISSION. THE EXECUTIVE
DIRECTOR AND DEPUTY DIRECTOR SHALL PERFORM SUCH DUTIES AS
MAY BE PRESCRIBED BY THE COMMISSION. IN ADDITION, IN THE
ABSENCE OF THE EXECUTIVE DIRECTOR, THE DEPUTY DIRECTOR
SHALL PERFORM ALL FUNCTIONS AND EXERCISE ALL AUTHORITY OF
THE EXECUTIVE DIRECTOR. " THE EXECUTIVE DIRECTOR AND
DEPUTY DIRECTOR SHALL BE PAID SUCH COMPENSATION AS SHALL
BE PROVIDED IN THE BUDGET.
(B) THE COMMISSION SHALL APPOINT THE NUMBER OF
HEARING EXAMINERS PROVIDED IN THE BUDGET. THE HEARING
EXAMINER SHALL BE AN ATTORNEY WHO IS QUALIFIED BY
EXPERIENCE TO HANDLE DISCRIMINATION CASES OF THE TYPE
