AN ACT concerning
Human Relations Commission — Members,
Employees and Powers
FOR the purpose of changing the size of the Maryland
Human Relations Commission and the terms of its
members; changing the powers, duties, and
compensation of the members; changing the manner of
appointing certain employees of the Commission and
their powers, duties, and compensation; authorizing
the appointment of hearing examiners to hear cases
under the Human Relations law and providing for the
powers, duties, and compensation of the examiners;
providing for an appeal from the decisions of the
hearing examiner to the Commission; authorizing the
Commission to award certain damages relief; and
relating to the Human Relations Commission.
BY repealing and reenacting, with amendments,
Article 49B - Human Relations Commission
Section 1, 2, 3, 14(a) and (e) (e), (f) and (g)
Annotated Code of Maryland

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 1, 2, 3, 14(a) and(e) (e), (f)
and (q) of Article 49B - Human Relations Commission, of
the Annotated Code of Maryland (1972 Replacement Volume
and 1976 Supplement) be and they are hereby repealed and
reenacted, with amendments, to read as follows:
Article 49B — Human Relations Commission
1.
(A) There is hereby created a Commission on Human
Relations to consist of [twelve] NINE members who shall
be appointed by the Governor for a term of six years, by
and with the advice and consent of the Senate. THREE
MEMBERS OF THE COMMISSION SHALL BE APPOINTED TO INITIAL
TERMS OF TWO YEARS EACH; THREE MEMBERS SHALL BE APPOINTED
FOR INITIAL TERMS OF FOUR YEARS EACH; AND THREE MEMBERS
SHALL BE APPOINTED FOR INITIAL TERMS OF SIX YEARS EACH;
AND THEREAFTER ALL MEMBERS SHALL BE APPOINTED FOR SIX
YEAR TERMS. [The Governor shall designate the chairman
of said Commission.] THE COMMISSION SHALL DESIGNATE
ONE OF ITS MEMBERS AS CHAIRMAN. In case of any vacancy,
the Governor shall appoint a successor for the unexpired
term. [As of June 1, 1963, the vacancies which occur in
the membership of said Commission, either by expiration
of the term of appointment or otherwise, shall be filled
according to the following residence requirements such
that within six years following June 1, 1963, the
