to read as follows: Article 77A - Higher Education 1. (N)         (1)        THE BOARD OF TRUSTEES OF THE BALTIMORE COUNTY COMMUNITY COLLEGES SHALL PROMULGATE AND ADOPT
FORTHWITH APPROPRIATE RULES AND REGULATIONS TO ESTABLISH
AN ORDERLY PROCEDURE FOR PARTICIPATION BY NONCERTIFICATED
CLASSIFIED EMPLOYEES OF THE BALTIMORE COUNTY COMMUNITY
COLLEGES AND THEIR REPRESENTATIVES IN THE FORMULATION OF
LABOR RELATIONS AND PERSONNEL POLICIES, RECOGNIZING THE
RIGHT OF NONCERTIFICATED CLASSIFIED EMPLOYEES TO ORGANIZE
AND BARGAIN COLLECTIVELY THROUGH REPRESENTATIVES OF THEIR
OWN CHOOSING, AND PROVIDING FOR: (I)         THE MANNER OF ESTABLISHING UNITS APPROPRIATE FOR COLLECTIVE BARGAINING AND OF DESIGNATING
OR SELECTING EXCLUSIVE BARGAINING REPRESENTATIVES FOR
SAID NONCERTIFICATED CLASSIFIED EMPLOYEES; (II) THE RIGHTS OF THE EMPLOYER, NONCERTIFICATED CLASSIFIED EMPLOYEES AND THE EMPLOYEE
ORGANIZATION DESIGNATED AS THE EXCLUSIVE REPRESENTATIVE; (III)    THE PROCEDURE FOR THE NEGOTIATION
OF A COLLECTIVE BARGAINING AGREEMENT WITH RESPECT TO
WAGES, HOURS AND WORKING CONDITIONS AND THE MANNER FOR
RESOLUTION OF IMPASSE; (IV)      THE RIGHT OF THE EXCLUSIVE
REPRESENTATIVE TO CHECKOFF OF UNION DUES; (V)           THE DESIGNATION OF UNFAIR LABOR
PRACTICES AND REMEDIES FOR THE SAME; (VI)      THE DEFINITION OF A GRIEVANCE AND
THE PROCEDURE FOR RESOLUTION OF GRIEVANCES; AND OTHER RELATED MATTERS NECESSARY TO EFFECTUATE THE PURPOSES OF THIS ACT, SUCH A PROCEDURE MAY PROVIDE FOR BINDING ARBITRATION OF GRIEVANCES. (VII) OTHER RELATED MATTERS NECESSARY TO
EFFECTUATE THE PURPOSES OF THIS ACT. (2) THE BOARD OF TRUSTEES OF THE BALTIMORE
COUNTY COMMUNITY COLLEGES MAY SUBMIT TO BINDING ARBITRATION ANY DISPUTE ARISING FROM THE INTERPRETATION OF, OR THE APPLICATION OF, ANY COLLECTIVE BARGAINING AGREEMENT. (3) (2) THIS SECTION DOES NOT AUTHORIZE A
STRIKE BY ANY NONCERTIFICATED CLASSIFIED EMPLOYEE OR
EMPLOYEES. (3) BY THE AUTHORITY GRANTED BY THIS
