SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY Of
MARYLAND, That Section 1A of Article 78A - Public Works,
of the Annotated Code of Maryland (1975 Replacement
Volume and 1976 Supplement) be and it is hereby repealed
and reenacted, with amendments, to read as follows:
Article 78A - Public Works
1A.
The Board [is authorized to] MAY appoint a full-time
secretary whose salary shall be fixed by the Board. The
secretary shall be a person of high character and
integrity. He shall be appointed upon the basis of his
executive skill and ability and [once appointed shall
held office during good behavior regardless of changes in
members constituting the Board. He shall be removed only
for incompetency or immorality upon charges furnished in
writing by the Board setting forth the grounds for
dismissal and after opportunity for a hearing] SERVES AT
THE PLEASURE OF THE BOARD.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.
