the school, of school construction, or of school
condemnation for the posting of flashing signs indicating
the need for caution. 90. (1) The county boards of education shall offer
instruction in the safe operation of motor vehicles to
high school students who are at least fifteen years of
age; such instruction shall be in accordance with the
provisions of [Article 66 1/2 of the Annotated Code of
Maryland] THE MARYLAND VEHICLE LAW. (4) The [automotive] MOTOR vehicles used for such
instruction shall bear some identification as prescribed
by the [Department of Motor Vehicles] MOTOR VEHICLE
ADMINISTRATION. 128A. (a) As used in this section and in § 128B. (1) "Basic current expenses" means the expenditures
made by a county from State and county revenue for public
elementary and secondary education, exclusive of (a)
payments for debt service, capital outlay, and
transportation of students; (b) State aid for handicapped
children paid pursuant to § 100 of this article; (c)
State aid for driver education paid [pursuant to §
6-111.1 of Article 66 1/2] UNDER THE MARYLAND DRIVER
EDUCATION PROGRAM ACT; and (d) State aid for food
services. SECTION 18. AND BE IT FURTHER ENACTED, That
Sections 15A, 35(a) and (b) , 54A, 90, 100A(d), (e) , and
(f) of Article 78 — Public Service Commission Law, of the
Annotated Code of Maryland (1975 Replacement Volume and
1976 Supplement) be and they are hereby repealed and
reenacted, with amendments, to read as follows: Article 78 - Public Service Commission Law 15A. In addition to the powers and duties specified
herein, the people's counsel shall also have the powers
and duties set forth in [§ 94 of Article 64B of this
Code] TITLE 7, SUBTITLE 5 OF THE TRANSPORTATION ARTICLE. 35. (a) No route or schedule of a motor vehicle for
which a motor carrier permit is granted [shall] MAY be
changed or abandoned while the permit is in force,
without permission, in writing, from the Commission.
Such permission [shall] MAY be granted only where the
Commission finds that the public convenience and welfare
are not prejudiced thereby, and a copy thereof shall be
