MARVIN MANDEL, Governor                            3073 employees who enjoy such status by virtue of employment
in county road systems, as hereinbefore provided, prior
service credit shall include credit for the full period
for which they have been so employed by the county
involved, including service rendered before supervision
and control were assumed by the State Roads Commission OR
STATE HIGHWAY ADMINISTRATION. 3. The membership of the retirement system shall
consist of the following: (4) Any employee who elects under subsection (2) of
this section not to become a member, may thereafter apply
for and be admitted to membership; but no such employee
shall receive prior service credit unless he becomes a
member within the first year following the date of
establishment. Any unclassified hourly employee of the
State [Roads Commission] HIGHWAY ADMINISTRATION and any
employee who is such by virtue of his status as a worker
on a county road system, as hereinbefore provided, may
apply for and be admitted to membership, and at the time
of his admission to membership shall be allowed credit
for all prior service for the State, and in addition
thereto, shall be granted credit for the period of
employment by either the State or the county in the
maintenance of county roads, whether under the
jurisdiction of the STATE HIGHWAY ADMINISTRATION OR THE
State Roads Commission or prior to the time the State
Roads Commission may have assumed jurisdiction over such
maintenance. Provided, however, any such employee shall
not receive prior service credit unless he make formal
application to become a member within one year from June
1, 1943. SECTION 17. AND BE IT FURTHER ENACTED, That
Sections 60, 90(1) and (4), and 128A(a) (1) of Article 77
- Public Education, of the Annotated Code of Maryland
(1975 Replacement Volume and 1976 Supplement) be and they
are hereby repealed and reenacted, with amendments, to
read as follows: Article 77 - Public Education 60. The county superintendent of schools shall recommend
for condemnation school buildings which are unsanitary
and unfit for use; he shall recommend all repairs, the
purchase of grounds, school sites and buildings, or the
sale of the same, and shall prepare or cause to be
prepared all plans and specifications for remodeling of
old buildings, and the construction of new buildings,
subject to the provisions of § 26 of this article; and he
shall recommend to traffic safety officials of the State
[Roads Commission] HIGHWAY ADMINISTRATION or the county
government appropriate locations at or near the site of
