supervision during the preceding one year (including any
period during which he or she was not so employed due to
no fault of his own) and (2) that he OR SHE is qualified
as a highway maintenance person, then the Secretary of
Personnel shall certify the name of the applicant to the
State [Roads Commission] HIGHWAY ADMINISTRATION as
eligible for appointment as a highway maintenance person,
and any person so appointed shall become a part of the
classified service.
[(iii) All persons employed by the State Roads
Commission in the classification of "highway maintenance
person," as of June 1, 1961 shall become part of the
classified service without further examination. ]
38A.
(a) [The] EXCEPT AS PROVIDED IN SUBSECTIONS (B) AND
(C) OF THIS SECTION AND NOTWITHSTANDING ANY OTHER LAW TO
THE CONTRARY, THE Central Payroll Bureau in the office of
the Comptroller of the Treasury shall handle and provide
for the payment of all salaries and wages (including
custody and maintenance of all supporting papers and
records) for and to all officers and employees of the
State or any agency thereof whose salaries or wages are
paid from funds appropriated by the General Assembly,
including officers or employees of the University of
Maryland and the Department of Transportation, and all
their offices, branches, and units. [This section
prevails over anything to the contrary in § 15 of Article
77A, Article 94A, or elsewhere in the laws of this State,
subject, however, to the provisions of subsections (b)
and (c) hereof.]
SECTION 16. AND BE IT FURTHER ENACTED, That
Sections 1(7) and (10), and 3(4) of Article 73B -
Pensions, of the Annotated Code of Maryland (1970
Replacement Volume and 1976 Supplement) be and they are
hereby repealed and reenacted, with amendments, to read
as follows:
Article 73B — Pensions
1.
The following words and phrases as used in this
article, unless a different meaning is plainly required
by the context, shall have the following meanings:
(7) "Service" shall mean service as employee paid
for by the State, and service as a worker on county road
systems in those counties where maintenance of roads is
supervised by the State [Roads Commission] HIGHWAY
ADMINISTRATION.
(10) "Creditable service" shall mean prior service
plus membership service for which credit is allowable as
provided in § 9 of this article. In the case of
