ADMINISTRATION for certificates of registration issued by
him, of $70 a registration year for each vehicle where
the designed capacity thereof does not exceed 20
passengers, $135.00 a registration year for each vehicle
where the designed capacity thereof does not exceed
thirty-one (31) passengers, $180.00 a registration year
for each other two—axle motor vehicle, and $280.00 a
registration year for each three-axle motor vehicle, such
fees to be paid in full for certificates of registration
issued on or between the first day of May and the last
lay of October in each and every registration year and
such fees to be paid at one half the said rates
hereinbefore provided for certificates of registration
issued on or between the first day of November and the
last day of April in each and every registration year;
and provided further that certificates of registration
issued pursuant to this section shall be transferable by
the same owner of the motor vehicle to any other motor
vehicle within the same classification. No other
additional fees, licenses or tax [shall] MAY be charged
by the State or any county or municipal subdivision of
the State except the excise tax for the issuance of every
original certificate of title, the property tax and
gasoline tax in respect to such vehicles or their
operation.
185.
No portion of the license or registration fee paid
on passenger motor vehicles subject to the provisions of
this subtitle will be refunded for any part of the year
during which said license is not used, provided, however,
that whenever, pursuant to or by reason of any direction
or order of any agency of the government of the United
States or of the State of Maryland, the owner of any such
passenger motor vehicle discontinues the operation of
said vehicle, such owner, at any time on or after such
direction or order has become effective, may surrender
the registration [tags] PLATES issued for such motor
vehicle and may thereupon apply to the [Commissioner of
Motor Vehicles] MOTOR VEHICLE ADMINISTRATION for and
shall be entitled to a refund of the fee paid for
registration of such motor vehicle pro rata for the
unused portion of such registration year.
186.
(a) For each such motor vehicle for the
transportation of property or freight, registered upon
application as provided by this subtitle, the annual fee
to be paid to the [Commissioner of Motor Vehicles] MOTOR
VEHICLE ADMINISTRATION shall be as provided [under § 81
(f), (g) and (h) of Article 66 1/2 of this Code] IN TITLE
13, SUBTITLE 9, PART II OF THE TRANSPORTATION ARTICLE.
187.
(b) If any owner of such motor vehicle for
