transportation of property or freight uses A substitute
or reserve vehicle at any time he shall immediately
notify the [Commissioner of Motor Vehicles] MOTOR VEHICLE
ADMINISTRATION of the number, license plate number, and
destination of all such emergency vehicles. 188. The Motor Vehicle Administration shall account for
and remit all moneys collected by it under this subtitle
to the State Comptroller who, after first paying, or
retaining a sufficient amount thereof to pay, all refunds
of license and registration fees provided for in this
subtitle, shall credit the balance to the gasoline and
motor vehicle revenue account of the Transportation Trust
Fund [created] ESTABLISHED under [Article 94A of this
Code] TITLE 3 OF THE TRANSPORTATION ARTICLE. 189. The [Commissioner of Motor Vehicles] MOTOR VEHICLE
ADMINISTRATION is hereby empowered to inspect all books,
papers, records, or charts of any character of carriers
to which this subtitle applies showing the schedules,
routes, trucks, and operation of such carriers within
this State. 190. Each person owning or operating any motor vehicles
in violation of any provisions of this subtitle, or in
violation of the rules and regulations of the
[Commissioner of Motor Vehicles] MOTOR VEHICLE
ADMINISTRATION shall be guilty of a misdemeanor, and
subject to be fined in accordance with Article 78, § 101
(c). SECTION 15. AND BE IT FURTHER ENACTED, That
Sections 15A, 18(c) and (h), and 38A(a) of Article 64A -
Merit System, of the Annotated Code of Maryland (1972
Replacement Volume and 1976 Supplement) be and they are
hereby repealed and reenacted, with amendments, to read
as follows: Article 64AMerit System 15A. It is the duty of the State [Roads Commission]
HIGHWAY ADMINISTRATION to submit to the State
[Commissioner] SECRETARY of Personnel, for his review and
approval, all contracts for personal service to be
rendered to the State [Roads Commission] HIGHWAY
ADMINISTRATION. 18. (c) Examinations shall be competitive, free and
