five years a professional engineer[, or a professional
land surveyor, having the qualifications required by § 4]
or a member from the general public, as the case may be.
Each member shall hold office until the expiration of the
term for which he is appointed or until a successor is
duly appointed and qualifies. 4. Each member of the Board shall be a citizen of the
United States and a resident of this State, and except
with respect to the public member, shall have been
engaged in the practice of [the profession of]
engineering[, or land surveying,] for at least [twelve]
12 years[,] and shall have been in responsible charge of
important engineering work [or important land surveying
work] for at least five years. 8. (a) The Board has the power to adopt and amend
bylaws and rules of procedure reasonably necessary for
the proper performance of its duties [and], THE
regulation of its proceedings[ , meetings, records,
examinations and the conduct thereof, including] AND the
establishment of fees provided for in this article. The
Board [shall], with the advice of the established
engineer [and land surveying] societies, SHALL adopt and
promulgate a code of ethics for the practice of
engineering [and land surveying], in accordance with the
procedures set forth in the Administrative Procedure Act
governing the promulgation of rules and regulations. 11. An annual roster showing the names and mailing
addresses of all professional engineers [and all
professional land surveyors and property line surveyors]
shall be kept by the secretary of the Board and a copy
shall be sent free to each registrant upon renewal.
Copies of this roster shall be placed on file with the
Secretary of State and furnished to the public at a
reasonable cost to be established by the Board. Each
registrant shall advise the Board not later than June 30
of each year, on a form provided by the secretary of the
Board, [the] OF HIS name, place of business, [and]
mailing address, [of the registrant" and other such data
deemed pertinent by the Board. The names of those
registrants who do not pay the renewal fee prior to July
1 of each year [shall] MAY not be included in the next
issue of the printed roster. 12. (a) Application for registration as a professional engineer[,] OR for certification as an engineer—in—training[, for registration as a professional land surveyor or for certification as a land
