only the reestablishment of land boundaries, the division
of said lands, and the plotting of lands and subdivisions
thereof, and shall include plotting topography and
contours; but shall not include the determining drainage
of streets and roads and providing for storm drainage
systems.] [(1)] (G) [The term "responsible charge," within the
meaning and intent of this article, shall mean]
"RESPONSIBLE CHARGE" MEANS the direct control and
personal direction of the investigation, design,
construction or operation of engineering work [or of land
surveying work] requiring initiative, professional skill
and independent judgment. Responsible engineering [or
land surveying] teaching may be construed as responsible
charge of important engineering [or land surveying] work.
(A)    A State Board of Registration for Professional
Engineers [and Professional Land Surveyors] is created as
part of the Department of Licensing and Regulation. [It] (B)    THE BOARD shall administer the provisions of
this article. (C)    The Board shall consist of [four professional
engineers, a professional land surveyor and a member of
the general public, all of whom shall be] FIVE MEMBERS
appointed by the Governor with the advice of the
Secretary of Licensing and Regulation and the advice and
consent of the Senate AND HAVING THE QUALIFICATIONS
SPECIFIED IN § 4 OF THIS ARTICLE. OF THE FIVE MEMBERS,
ONE EACH SHALL BE A MEMBER FROM THE PUBLIC, A CIVIL
ENGINEER, A MECHANICAL ENGINEER, AN ELECTRICAL ENGINEER
AND A CHEMICAL ENGINEER. The engineers [and the land
surveyor member] shall be selected from lists of not less
than three nominees recommended by each of the following:
the Maryland chapter or section of the American Society
of Civil Engineers, the American Society of Mechanical
Engineers, the Institute of Electrical and Electronic
Engineers, AND the American Institute of Chemical
Engineers[, and the Maryland Society of Surveyors. The
engineer and land surveyor members shall have the
qualifications required by §4. The Board shall consist
of one civil engineer, one mechanical engineer, one
electrical engineer, one chemical engineer, one land
surveyor, and the public member]. (D)    Each member of the Board shall receive a
certificate of his appointment from the Governor and
before beginning his term of office shall file with the
Secretary of State his written oath or affirmation for
the faithful discharge of his official duty. On the
expiration of the term of any member, the Governor, with
the advice of the Secretary and the advice and consent of
the Senate [shall, in the manner hereinbefore] AS
provided IN SUBSECTION (C), SHALL appoint for a term of
