of Schools shall maintain a permanent file of such
records within the Department of Education.
SECTION 2. AND BE IT FURTHER ENACTED, That new
Section 32A(h) be and it is hereby added to Article 77A -
Higher Education, of the Annotated Code of Maryland (1975
Replacement Volume and 1976 Supplement) to read as
follows:
Article 77A - Higher Education
32A.
(H) PRIOR TO THE DISCONTINUANCE OF OPERATIONS OF
ANY INSTITUTION OF POSTSECONDARY EDUCATION OPERATING
WITHIN THE STATE, THE CHIEF ADMINISTRATIVE OFFICER OF THE
INSTITUTION SHALL FILE WITH THE STATE BOARD FOR HIGHER
EDUCATION THE ORIGINAL OR LEGIBLE TRUE COPIES OF ALL
ESSENTIAL RECORDS PERTAINING TO THE ACADEMIC ACHIEVEMENTS
OF ALL FORMER STUDENTS OF THE INSTITUTION. THE RECORDS
SHALL BE PREPARED SO AS TO PRESENT, AS A SEPARATE
DOCUMENT, THE ACADEMIC RECORD OF EACH FORMER STUDENT AND
SUCH ACADEMIC INFORMATION AS IS CUSTOMARILY REQUIRED BY
POSTSECONDARY INSTITUTIONS WHEN CONSIDERING STUDENTS FOR
TRANSFER OR ADVANCED STUDY. THE BOARD SHALL MAINTAIN A
PERMANENT FILE OF SUCH RECORDS.

shall take effect July 1, 1977.
