operating in this State, prior to a discontinuance
of operations of the institution, to file certain
academic records, respectively, with the State
Superintendent of Schools or the State Board for
Higher Education; and requiring such records to be
kept on file by the Superintendent or the Board, as
the case may be.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 13(a) of Article 77 - Public
Education, of the Annotated Code of Maryland (1975
Replacement Volume and 1976 Supplement) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:
Article 77 - Public Education
13.
(a) Prior to the discontinuance of operations of
any [nonpublic secondary school or collegiate] PRIVATE
NONCOLLEGIATE EDUCATIONAL institution, however
designated, operating within the State of Maryland,
including those operated by bona fide church
organizations, the chief administrative officer[, by
whatever title designated, of any such school or
institution proposing to discontinue its operations shall
cause to be filed] OF THE INSTITUTION SHALL FILE with the
State Superintendent of Schools the original or legible
true copies of all essential records pertaining to the
academic achievements of all former students [who
attended the said school. Such] OF THE INSTITUTION.
THE records shall be [so] prepared SO as to present as a
separate document the academic record of each [such]
former student[, and, as to secondary schools, shall
provide] AND such academic information as is customarily
required by [colleges] POSTSECONDARY EDUCATIONAL
INSTITUTIONS when considering students for admission[;
and, as to collegiate institutions, shall provide such
academic information as is customarily required by
