CHAPTER 671
(Senate Bill 278)
AN ACT concerning
Creation of a State Debt — The General Construction
Loan of 1977 and the General Construction Loans of
1973, 1974, 1975 and 1976
FOR the purpose of authorizing the creation of a State
debt in the amount of Ninety-Two Million Forty-Six
Thousand Dollars ($92,046,000) Eighty-Seven Million
Nine Hundred Ninety Thousand One Hundred Dollars
($87,990,100) Eighty-Eight Million Two Hundred Fifty
Five thousand One Hundred Dollars ($88,255,100)
Eighty-Seven Million, Four Hundred Thirty Thousand,
One Hundred Dollars ($87,430,100), the proceeds
thereof to be used for certain necessary building,
construction, demolition, planning, deferred
maintenance and equipment purposes of this State,
and for acquiring certain real estate and options in
connection therewith; providing generally for the
issue and sale of bonds evidencing said loan;
providing, under certain circumstances, that general
funds be used to pay the principal and interest of
said bonds, and for the purposes of this Act;
modifying the provisions of Section 8 of Chapter 179
of the Acts of 1972; modifying the provisions of
Section 8 of Chapter 195 of the Acts of 1973;
modifying the provisions of Section 8 of Chapter 289
of the Acts of 1974; modifying the provisions of
Section 6 of Chapter 914 of the Acts of 1976;
amending Chapter 195 of the Acts of 1973, the
General Construction Loan of 1973, as amended by
Chapter 321 of the Acts of 1975, to reduce the
appropriation for construction funds for a library
at Bowie State College and to provide funds for
capital equipment for a library at Bowie State
College; amending Chapter 289 of the Acts of 1974,
the General Construction Loan of 1974, to reduce the
appropriation for construction of Western Maryland
Mental Retardation Center I and providing funds for
capital equipment for Western Maryland Retardation
Center I; amending Chapter 239 of the Acts of 1974,
the General Construction Loan of 1974, to reduce the
funds for construction of an administration building
at Bowie State College and to provide funds for
capital equipment for an administration building at
Bowie State College; amending Chapter 289 of the
