[(2)] (C) "Horse riding and rental stables" [shall
mean] MEANS any establishment in connection with which
one or more horses are let for hire to be ridden or
driven, either with or without the furnishing of riding
or driving instruction.
[(3)] (D) "Boarding stable" means any
establishment which stables and feeds FIVE OR more [than
three] horses and receives compensation for these
services. All references to horse riding stables also
apply to boarding stables.
[(4)] (E) "Horse" [shall include] INCLUDES both
horses and ponies.
[(5)] (F) "Sales AND AUCTION barns" [shall
include] INCLUDES all establishments where horses are
sold. All references to horse riding and boarding
stables shall also apply to sales AND AUCTION barns.
(G) "EQUINE DEALER AND BREEDING STABLES" INCLUDES
ALL ESTABLISHMENTS WHERE FIVE OR MORE HORSES ARE SOLD PER
YEAR. ALL REFERENCES TO HORSE RIDING AND BOARDING STABLES
ALSO APPLY TO EQUINE DEALER AND BREEDING STABLES.

(b) Horse racing AND STANDARDBRED stables and
farms using horses for agricultural purposes are not
subject to the provisions of this subtitle.
130.
(A) There is [hereby created] a State Board of
Inspection of Horse Riding Stables, which [shall be a] IS
part of the Department of Licensing and Regulation[,
consisting of three (3)].
(B) THE BOARD CONSISTS OF FIVE members [to be]
appointed by the Governor, with the advice of the
Secretary of Licensing and Regulation, for four—year
terms[, one member]. OF THE MEMBERS, TWO shall be [a]
duly qualified and licensed [veterinarian and one member
shall be an officer] VETERINARIANS, TWO SHALL BE OFFICERS
of a county humane society ONE SHALL BE A DULY QUALIFIED
AND LICENSED VETERINARIAN, TWO SHALL__BE OFFICERS__OF A
COUNTY HUMANE SOCIETY, ONE SHALL BE AN OWNER OF A
LICENSED STABLE , AND ONE SHALL BE A MEMBER OF THE
PUBLIC.
(C) The members of the Board shall select their
chair man.
(D) All the members of the Board shall serve
without compensation but shall be allowed expenses
incurred in the performance of their duties in accordance
