with the standard travel regulations.
(E) The exercise or performance of all powers,
authority, duties, and functions vested in the Board by
the provisions of this subtitle shall be subject to the
power and authority of the Secretary of Licensing and
Regulation as set forth in Article 41 of this Code, or
elsewhere in the laws of this State.
(F) all moneys collected under this subtitle shall
be paid over to the Treasurer and shall become general
funds of the State. Such moneys shall thereafter be
disbursed by the Comptroller only pursuant to an
appropriation made in accordance with §§ 32 and 52 of
Article 3 of the Constitution or pursuant to the
provisions of §§ 1 through 15, inclusive, of Article 15A,
of this Code, title "Budget and Fiscal Planning," as
amended from time to time.

(b) The annual fee for a license for any horse
riding stable [where five or less horses are maintained
for rental purposes shall be $10. All other annual
license fees for horse riding stables shall be] IS $25.
The annual inspection fee is $25.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

AN ACT concerning
Program Open Space Funds — Reallocation
FOR the purpose of transferring certain funds, previously
allocated under the Outdoor Recreation Land Loan of
1969 to certain land acquisition projects of the
Department of Natural Resources during fiscal years
1970 through 1975, to the Advance Option and
Purchase Fund within the Department for land
acquisition on Wye Island by the Department;
resolving any possible doubt as to the validity and
effectiveness of the allocation which might arise
from the conclusion that such allocation is an
appropriation of a State debt requiring in the same
measure a provision for collection of an annual tax
or taxes to provide for principal and interest
payments on the debt; and relating generally to the
