AN ACT concerning
Recycled Paper - State Purchase
FOR the purpose of providing definitions for the terms
"recycled paper" and "secondary waste material";
providing certain estimates for the purchase for the
purchase of certain amounts of recycled paper by
this State; and renumbering as appropriate.
BY repealing and reenacting, with amendments,
Article 41 - Governor-Executive and Administrative

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 231-IA of Article 41 -
Governor—Executive and Administrative Departments, of the
Annotated Code of Maryland (1971 Replacement Volume and
1976 Supplement) be and it is hereby repealed and
reenacted, with amendments, to read as follows:
Article 41 - Governor-Executive and Administrative
Departments
231-IA.
(A) AS USED IN THIS SECTION, "RECYCLED PAPER"
MEANS ANY PAPER PRODUCT WITH NOT LESS THAN 100 80 PERCENT
OF ITS TOTAL WEIGHT CONSISTING OF SECONDARY WASTE
MATERIALS.
(B) "SECONDARY WASTE MATERIALS" MEANS FRAGMENTS,
PRODUCTS, OR FINISHED PRODUCTS OF A MANUFACTURING PROCESS
WHICH HAS CONVERTED A RAW MATERIAL INTO A COMMODITY OF
REAL ECONOMIC VALUE, AND INCLUDES POST CONSUMER WASTE OF
A TOTAL GROSS CONTENT OF AT LEAST 80 PERCENT.
(c) - The total paper purchase by the Secretary of
General Services shall include recycled paper so that the
total PURCHASE VOLUME of recycled paper PURCHASED by the
State is not less than 5 percent by 1978, 25 percent by
1981, and 40 percent by 1985.
