LAWS OF MARYLAND
409A. (a) There is [created, the] A Maryland State
Advisory Council on Vocational-Technical Education [which
shall consist of twenty—five (25) members, appointed by
the Governor, and shall include: (1)    Persons familiar with vocational education and
manpower needs of organized labor; (2)    Persons familiar with vocational education and
manpower needs of business and industry; (3)    Persons representative of State industrial,
transportation, and economic development agencies; (4)    A person familiar with vocational education
and manpower needs of agriculture; (5)    Persons representative of community and junior
colleges and other institutions of higher education, area
vocational schools, technical institutes and
post—secondary or adult education agencies or
institutions, which may provide programs of vocational or
technical education; (6)    A person familiar with the administration of
State and local vocational education programs; (7)    A person having special knowledge, experience,
or qualifications with respect to vocational education
and who is not involved in the administration of State or
local vocational education programs; (8)    A person familiar with programs of technical
and vocational education, including programs in
comprehensive secondary schools; (9)    A person representative of local educational
agencies, and a person or persons who are representative
of school boards; (10)   A person or persons representative of manpower
and vocational education agencies in the State and the
Comprehensive Area Manpower Planning System of the State; (11)   A person representing school systems with
large concentrations of academically, socially,
economically, and culturally disadvantaged students; (12)   A person having special knowledge, experience,
or qualifications, with respect to the special
educational needs of physically or mentally handicapped
persons; (13)  Persons representative of the general public,
including the poor and disadvantaged, who are not
qualified for membership under any of the preceding
