of the other member of the board of regents whose office
is established on June 1, 1970, shall commence on the
first Monday in June of 1970, and shall expire on the
first Monday in June of 1973. Thereafter, the terms of
office of the members of the board of regents established
or June 1, 1970, shall be five years.
(a) (1) The government of Morgan State
University is vested in the board of regents of Morgan
State University. The board shall be 12 persons from the
public at large and one person who is a student in good
standing at the University, all CITIZENS OF THIS STATE
appointed by the Governor. Of those first appointed from
the public at large, four shall be appointed for__a term
of two years, four for a term of four years, four for a
term of six years, and their successors for a term of six
years. [The term of the student member is one year.] At
least six of the members first appointed shall be
selected from the present board of trustees of Morgan
State College. In case of a vacancy from death,
resignation or otherwise, the Governor shall appoint a
person to fill the unexpired term of the member causing
the vacancy.
(2) THE REMAINING MEMBER SHALL BE APPOINTED
BY THE GOVERNOR, AND SHALL BE A STUDENT WHO IS 18 YEARS
OF AGE OR OLDER AND IN GOOD ACADEMIC STANDING AT MORGAN
STATE UNIVERSITY. THE STUDENT MEMBER SHALL BE APPOINTED
FOR A TERM OF ONE YEAR, COMMENCING ON JULY 1 AND ENDING
THE FOLLOWING JUNE 30, UNLESS THE TERM TERMINATES SOONER
BY REASON OF RESIGNATION, DISQUALIFICATION OR REMOVAL
FROM OFFICE. THE GOVERNOR SHALL APPOINT A PERSON TO FILL
AN UNEXPIRED TERM.
(3) THE STUDENT MEMBER SHALL MEET THE SAME
QUALIFICATIONS TO SEEK AND HOLD OFFICE WHICH ARE REQUIRED
OF THE PRESIDENT OF THE STUDENT GOVERNMENT ASSOCIATION,
BY WHATEVER NAME KNOWN. THE STUDENT MEMBER SHALL BE A
RESIDENT OF MARYLAND.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.
