bonds evidencing the Outdoor Recreation Land Loan of 1969
would be sold over a five—year period, beginning with the
fiscal year 1969-1970, and that appropriation of the net
actual cash proceeds realized from the sale of these
bonds could be made annually by Laws of the General
Assembly of Maryland designating the State and local
projects to which these proceeds would be allotted; and
WHEREAS, Chapter 626 of the Acts of 1972 extended
the period during which the bonds evidencing the Outdoor
Recreation Land Loan of 1969 would be sold from a
five—year period to a ten—year period beginning with the
fiscal year 1969-1970; and
WHEREAS, The current rate of acquisition of land to
meet the planned programmed acreage totals for
State—owned outdoor recreation and open space lands is
running at an average of 8,000 acres per year, with
approximately 111,000 acres yet to be acquired; and
WHEREAS, The acquisition of 111,000 acres, at the
rate of 8,000 acres per year, would require 14 years, or
until 1990; and
WHEREAS, County acreage standards in the Program
Open Space Comprehensive Plan are based on the year 1990;
and
WHEREAS, The General Assembly therefore concludes
that the life of Program Open Space should therefore be
extended until 1990, and that the reference to a ten-year
limitation on Program Open Space be deleted from existing
law; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 5(2) of Chapter 403 of the Acts of
1969, this Act known as "The Outdoor Recreation Land Loan
of 1969," on or "Program Open Space," as amended by
Chapter 4 of the Special Session of December 16, 1969 and
repealed and reenacted, with amendments, by Chapter 626
of the Acts of 1972, and repealed and reenacted, without
change, by Chapter 481 of the Acts of 1973, be and it is
hereby repealed and reenacted, with amendments, to read
as follows:

(2) The remainder of the proceeds of the loan
SHALL be credited on the books of the State Comptroller
to be expended to fund a [ten (10) year] statewide
program for the acquisition and development of outdoor
recreation and open space areas WHICH SHALL BE TERMINATED
BY 1990 WITHOUT FURTHER ACTION BY THE GENERAL ASSEMBLY.
The name of this program is "Program Open Space."
