subject to any conditions specified by the appropriating
agency or imposed consistently with this subtitle.
The State Superintendent of Schools is directed to
authorize the Comptroller to withhold State funds from
any county which fails to levy the amount of its share of
the minimum program prescribed by law or which fails to
meet the requirements of the law or of the State Board of
Education regarding the operation of the county library.

SECTION 2. AND BE IT FURTHER ENACTED, That Section
177 of Article 77 - Public Education, of the Annotated
Code of Maryland (1975 Replacement Volume and 1976
Supplement) be and it is hereby repealed.

|
|
SECTION 3. AND BE IT FURTHER ENACTED, That,
beginning in fiscal year 1979 and continuing through
fiscal year 1983, the State Department of Education shall
satisfy, by equal yearly payments, its obligation
pursuant to Section 177(e) of Article 77 which is hereby
repealed by Section 2 of this Act. For fiscal year 1978,
the Department shall pay, pursuant to Section 177 (e)
which is repealed by Section 2 of this Act, the amount.
appropriated in the State budget for fiscal year 1978.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977 contingent upon the taking
effect of Chapter _________of the Acts of 1977 (H. B.
_____ or S. B. ____) which provides that Lottery Revenues
collected in Fiscal year 1978 shall be placed in the
General Fund for Fiscal Year 1978, and if Chapter _______
dees not become effective, this Act shall be null and
void without the necessity of further action by the
General Assembly.

AN ACT concerning
State Lottery - State Lottery Fund
FOR the purpose of providing for the accumulation of the
State's share of lottery money in the State's Lottery
fund on a monthly basis for transfer to the general
fund of the State after the first of each month
changing the time of payment of lottery revenues
into the general funds of the State for certain
fiscal years.
