not less than [$3] $4. The State shall share in an
expenditure of [$3] $4 per capita of approved public
library service. Local tax sources shall include all
moneys appropriated to the Public Library Fund by the
counties or participating municipalities.
Any county may provide an amount in excess of its
share of the cooperative program, but the State shall not
share in the excess.
(e) (1) To be eligible to receive the State
share of the minimum program for current AND CAPITAL
expenditures, the county governing body shall levy an
annual tax sufficient to provide an amount of revenue for
public library purposes equal to the product of the
wealth of the county, as defined in subsection (a) (3) of
this section, and a uniform percentage determined for
each fiscal year as follows: The sum of the minimum
program for current AND CAPITAL expenditures to be shared
for all the counties shall be multiplied by 0.60. The
product shall then be divided by the sum of the wealth of
all the counties; and the resulting quotient, expressed
as a percentage rounded to the third decimal place, shall
be the uniform percentage.
(2) The State share of the minimum program for
current expenditures for each county shall be the
difference between the county share calculated pursuant
to subsection (e) (1) of this section and the minimum
program for current AND CAPITAL expenditures to be shared
as defined in subsection (c).
(3) NO MORE THAN 20 PERCENT OF THE AMOUNT
CALCULATED PURSUANT TO PARAGRAPHS (1) AND (2) MAY BE
APPLIED TO CAPITAL EXPENDITURES.
(f) The appropriate officials of the several
counties and of participating municipalities may levy for
and appropriate the necessary moneys as specified in this
section[.], EXCEPT THAT THE LOCAL LEVY FOR PAYING THE
CAPITAL EXPENDITURES PORTION OF SUBSECTION (E) MAY
INCLUDE FUNDS FROM ANY SOURCE OTHER THAN THE STATE.
These moneys plus the State's contribution to that county
shall be utilized solely for the purposes of this
subtitle.
(g) The State Superintendent of Schools shall
authorize the payment to the county board of library
trustees of any county in which a board of trustees is
established or operating under this subtitle or to the
county or Baltimore City in those counties where a board
is not created. These funds shall be utilized solely
for library purposes. CURRENT OPERATING FUNDS SHALL BE
ADMINISTERED BY THE COUNTY BOARD OF LIBRARY TRUSTEES, AND
CAPITAL EXPENDITURE FUNDS SHALL BE ADMINISTERED BY THE
BOARD OF COUNTY COMMISSIONERS, COUNTY COUNCIL, OR MAYOR
AND CITY COUNCIL OF BALTIMORE. The State Superintendent
of Schools shall require that all [such] funds be used
