filed. Any contract of sale shall be awarded to the
highest responsible bidder and any contract of purchase
OR OTHER EXPENDITURE shall be awarded to the lowest
responsible bidder, but the County Commissioners shall
have the right to reject any and all bids. Any contract
entered into in violation of the provisions of this
section is void. However, the provisions of this section
do not apply to any contract or other transaction
involving the deposit of County funds in any authorized
State or Federal Banking Institution and do not apply to
necessary repairs made in case of emergency. This
section does not apply to the purchase of tangible
personal property at a public auction.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

AN ACT concerning
Worcester County - Alcoholic Beverages
(Issuance of License)
FOR the purpose of prohibiting the issuance of certain
alcoholic beverage licenses in Worcester County
unless certain requirements are met; making this Act
apply only to certain licenses not now in effect ;
exempting certain licenseholders; generally relating
to the issuance of licenses in Worcester County; and
making this Act an emergency measure.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 40(f) be and it is hereby
added to Article 2B - Alcoholic Beverages, of the
Annotated Code of Maryland (1976 Replacement Volume and
1976 Supplement) to read as follows:
