MARVIN MANDEL, Governor                               1481
40. (A)    Each member of the House of Delegates may
appoint, during his term of office, two students from his
district, selected on any basis, who shall be educated
free of charge for tuition and mandatory fees at any of
those institutions of higher education in Maryland [which
are] accredited by the State Department of Education
including two—year certificate programs offered by the
institutions; [provided, however, that] as an alternative
to the method provided for above, the two scholarships
[as set forth] may, at the discretion of the member of
the House of Delegates, be divided into equal two—year
scholarships and the Delegate may appoint four students
to two—year scholarships at one of the schools or may
appoint one student to a four-year scholarship and two
additional students to two—year scholarships at one of
the listed schools; or may appoint up to two part—time
students for each scholarship available; a scholarship
for a part—time student may be for a period of time not
to exceed twice the number of years for which a full-time
student is eligible; and provided further that each
part—time student shall carry at least [6] SIX semester
hours per semester in a program of undergraduate study
leading to the granting of a degree. In the event that
any student is enrolled in a private college or
university within the State, the grant will not exceed
the amount of the equivalent tuition and mandatory fees
at the University of Maryland, provided that a person who
is presently receiving or has received a scholarship in
excess of the amount [herein] provided for shall continue
to receive the scholarship for the remainder of his or
her undergraduate enrollment provided all eligibility
requirements are met. (B)    IF A FULL-TIME STUDENT DESIRES TO ACCELERATE
HIS UNDER-GRADUATE STUDY BY ATTENDING SUMMER SCHOOL
SESSIONS, AID SHALL BE GRANTED TOWARD THE COSTS OF
TUITION AND MANDATORY FEES OF SUMMER SCHOOL. THE TOTAL
LENGTH OF THE AWARD SHALL BE SHORTENED BY ONE-HALF YEAR
FOR EACH SUMMER OF USE. THE AID FOR SUMMER SCHOOL USE
MAY NOT EXCEED ONE-HALF OF THE VALUE OF THE AWARD FOR THE
NEXT ACADEMIC YEAR. REQUESTS TO USE DELEGATE AWARDS
SHALL BE MADE AT LEAST SIX MONTHS PRIOR TO THE START OF
SUMMER SCHOOL.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977. Approved April 12, 1977.
