(c) At the close of each fiscal year, the County
Commissioners shall prepare a balanced, itemized
statement of the contingency fund for [said] THE fiscal
year showing first the amount of [said] THE fund levied,
secondly the expenditures therefrom in full detail with
clear and complete explanation of the contingency
requiring [said] THE expenditures, and thirdly, the
unexpended balance on hand at the end of [said] THE
fiscal year, which statement the [said] County
Commissioners shall sign their signatures to be attested
by their Clerk, and they shall further make affidavit
that [said] THE statement is a true and accurate account
as [therein J set forth, and they shall publish [said] THE
statement[, thus prepared, signed, attested and sworn to,
at least two times, during the month of July following
the close of said fiscal year, in one weekly newspaper
published in Caroline County] IN THE COUNTY FINANCIAL
REPORT.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 40 of Article 77A - Higher
Education, of the Annotated Code of Maryland (1975

hereby repealed and reenacted, with amendments, to read
as follows:
