in light of §21-101.1(b) (2) of this title and
subsection (d)(5) of this section, the
Commission questions whether the specific
provision is even necessary. The only other changes are in style. As to subsections (c) and (d) of this section,
there appear to be some redundancies, if not
inconsistencies, with the definition of "park"
and "stand" in §§11-144 and 11-160 of this
article, respectively. For example, both of
the definitions expressly apply "whether or
not {the vehicle} is occupied", making the
phrase "whether or not ... occupied"
superfluous here. Furthermore, §11—144
excludes from the meaning of "park" the
halting of a vehicle "temporarily for the
purpose of and while actually engaged in
loading or unloading property or passengers",
making repetition of that phrase in subsection
(d) similarly superfluous. However, §11—160
similarly excludes from the meaning of "stand"
the halting of a vehicle "temporarily for the
purpose of and while actually engaged in
receiving or discharging passengers"; yet,
subsection (c) of this section inconsistently
excepts only vehicles halted "momentarily",
rather than "temporarily", and does not
purport to require the vehicle to be "actually
engaged" in receiving or discharging
passengers. The deletion of all of these
phrases here, in reliance on the phraseology
of the underlying definitions certainly would
cure the inconsistencies. However, the
Commission is unsure of just what was intended
here, particularly in light of the obvious
differences between subsections (c) and (d)
themselves. It might be further noted that
the problems raised are equally applicable to
the counterpart definitions and substantive
law provisions of the Uniform Vehicle Code,
after which this section is patterned closely. 21-1004. ADDITIONAL PARKING REGULATIONS. (A)   MANNER OF PARKING GENERALLY. EXCEPT AS OTHERWISE PROVIDED IN THIS SECTION, A
VEHICLE THAT IS STOPPED OR PARKED ON A TWO-WAY ROADWAY SHALL BE STOPPED OR PARKED WITH THE RIGHT HAND WHEELS PARALLEL TO AND WITHIN 12 INCHES OF THE RIGHT HAND CURB
OR EDGE OF THE ROADWAY, WITH ITS RIGHT HAND WHEELS WITHIN
12 INCHES OF THAT CURB OR EDGE OF THE ROADWAY. (B)   PARKING ON ONE-WAY ROADWAY. EXCEPT AS OTHERWISE PROVIDED BY LOCAL ORDINANCE, A
