(a) If a party or witness is deaf [[or a
deaf—mute]] or cannot readily understand or communicate
the SPOKEN English language, any party may apply to the
court for the appointment of a qualified interpreter to
assist that person. UPON THE APPLICATION OF ANY PARTY OR
WITNESS WHO IS DEAF [[OR A DEAF-MUTE]] THE COURT SHALL
APPOINT A QUALIFIED INTERPRETER TO ASSIST THAT PERSON.
THE COURT SHALL MAINTAIN A DIRECTORY OF INTERPRETERS FOR
MANUAL COMMUNICATION AND/OR ORAL INTERPRETATION TO ASSIST
DEAF PERSONS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 9C(i) of Article 81 - Revenue and
Taxes, of the Annotated Code of Maryland (1975
Replacement Volume and 1975 Supplement) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:
