(e) In Baltimore County, real and tangible personal
property owned by the Gunpowder Youth Camps, Inc., when
used exclusively as a nonprofit youth camp AND REAL
PROPERTY OWNED BY [[A NONPROFIT COMMUNITY OR CIVIC
IMPROVEMENT ASSOCIATION OR CORPORATION, WHICH IS DEVOTED
TO AND USED EXCLUSIVELY FOR COMMUNITY, CIVIC,
EDUCATIONAL, OR LIBRARY PURPOSES, AND WHERE SUCH USE IS
NOT CONTINGENT UPON THE PAYMENT OF ANY FEE OR OTHER
COMPENSATION, AND FAILURE TO PAY ANY HE OR OTHER
COMPENSATION IS NOT A REASON TO DENY ADMISSION TO OR USE
OF THIS PROPERTY. ASSESSMENTS EXACTED AND EMPLOYED BY
THE ASSOCIATION OR CORPORATION SOLELY FOR THE IMPROVEMENT
OR MAINTENANCE OF THE PROPERTY ARE NOT "FEES OR OTHER
COMPENSATION" UNDER THE TERMS OF THIS PARAGRAPH.)] THE
HARFORD PARK IMPROVEMENT ASSOCIATION OF BALTIMORE COUNTY,
INC.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

Deaf Persons — Interpreters
FOR the purpose of requiring a court to appoint certain
interpreters for certain deaf persons; and requiring
a court to maintain a directory of interpreters for
manual communication and/or oral interpretation.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 9-114(a) of Article - Courts and
Judicial Proceedings, of the Annotated Code of Maryland
(1974 Volume and 1975 Supplement) be and it is hereby
repealed and reenacted, with amendments, to read as
follows:
