[[(E) THE RULES OF THE SENATE AND THE HOUSE OF
DELEGATES WHICH SET FORTH THE STANDING COMMITTEES OF THE
GENERAL ASSEMBLY SHALL BE IN EFFECT ON A YEAR-ROUND BASIS
FROM THE ADOPTION OF THE PULES AT ONE REGULAR SESSION
THROUGH THE ADOPTION OF THE PULES THE FOLLOWING REGULAR
SESSION OF THE GENERAL ASSEMBLY.]]

(E)         (1)         THE STANDING COMMITTEES OF THE SENATE

AND HOUSE OF DELEGATES, AS SET FORTH IN THE RULES OF THE

SENATE AND HOUSE, SHALL EXIST AND CONTINUE DURING THE

INTERIM BETWEEN REGULAR SESSIONS OF THE LEGISLATURE.

DURING THE INTERIM, THESE STANDING COMMITTEES MAY

FUNCTION AND EXERCISE THE USUAL AND CUSTOMARY POWERS AND

DUTIES IN EFFECT AND AS PRACTICED BY THE COMMITTEES

DURING REGULAR SESSIONS OF THE LEGISLATURE.

(2)          THE STANDING COMMITTEES DURING THE

INTERIM MAY UNDERTAKE FOR STUDY AND CONSIDERATION AND

PREPARE ANY RECOMMENDATIONS, PROPOSALS, AND REPORTS

CONCERNING ANY MATTER WITHIN THE USUAL AND CUSTOMARY

JURISDICTIONAL SPHERE OF THE COMMITTEE, DEEMED WORTHY OF

ATTENTION.

(3)          BILLS AND JOINT RESOLUTIONS RECOMMENDED
AND PREPARED BY THESE COMMITTEES AS A RESULT OF THEIR

INTERIM WORK SHALL BE INTRODUCED INTO THE GENERAL

ASSEMBLY UNDER THE RESPECTIVE COMMITTEE'S SPONSORSHIP,

AND, IF TIME PERMITS, MEMORANDUM COPIES OF TEE BILLS AND
JOINT RESOLUTIONS SHALL BE SENT TO THE LEGISLATIVE POLICY
COMMITTEE, FOR INCLUSION IN THAT COMMITTEE'S REPORT TO
THE GENERAL ASSEMBLY.

28.

THE LEGISLATIVE POLICY COMMITTEE HAS THE FOLLOWING
FUNCTIONS:

[[(1) TO AUTHORIZE THE STANDING COMMITTEES OF THE
GENERAL ASSEMBLY TO FUNCTION WHEN THE LEGISLATURE IS NOT
IN SESSION AND TO ALLOCATE AND REVIEW THEIR WORK;]]

(1) TO REVIEW THE WORK OF THE SEVERAL STANDING

COMMITTEES OF THE SENATE AND THE HOUSE OF DELEGATES AND

TO ASSIGN OR REFER ANY MATTER NOT OTHERWISE UNDERTAKEN

FOR STUDY AND CONSIDERATION BY ANY OF THESE COMMITTEES

PURSUANT TO SECTION 27(E)(2) OF THIS SUBTITLE;

(2) TO INCLUDE IN ITS REPORT TO THE GENERAL

ASSEMBLY ALL BILLS AND JOINT RESOLUTIONS RECOMMENDED AND

PREPARED BY ANY OF THE SEVERAL__STANDING__COMMITTEES AND

SUBMITTED TO THE LEGISLATIVE POLICY COMMITTEE IN

MEMORANDUM OR OTHER FORM;

[[(2)]] (3) TO COLLECT INFORMATION CONCERNING THE
GOVERNMENT AND GENERAL WELFARE OF THE STATE;

[[(3)]] (4) TO EXAMINE THE OPERATION OF PREVIOUSLY
ENACTED LEGISLATION AND OF THE COMMON LAW AND OF THE
