LAWS OF MARYLAND                                  Ch. 362

STATE CONSTITUTION AND RECOMMEND AMENDMENTS THERETO;

[[(4)]] (5) TO STUDY THE RULES AND PROCEDURE OF THE
SENATE AND HOUSE OF DELEGATES AND FROM TIME TO TIME
RECOMMEND CHANGES THEREIN TO IMPROVE AND EXPEDITE THE
CONSIDERATION OF LEGISLATION BY THE GENERAL ASSEMBLY;

[[(5)]] (6) TO COORDINATE AND SUPERVISE IN GENERAL
THE WORK OF THE LEGISLATURE DURING THE INTERIM BETWEEN
REGULAR SESSIONS;

[[(6)]] (7) TO PREPARE A LEGISLATIVE PROGRAM IN THE
FORM OF RECOMMENDATIONS, BILLS, RESOLUTIONS, OR OTHER
PROPOSALS TO BE PRESENTED AT THE NEXT SESSION OF THE
GENERAL ASSEMBLY.

29.

IN ORDER TO CARRY OUT ITS FUNCTIONS, THE LEGISLATIVE
POLICY COMMITTEE:

(1)    SHALL RECEIVE RECOMMENDATIONS AND SUGGESTIONS
FOR LEGISLATION OR INVESTIGATION FROM THE MEMBERS OF THE
LEGISLATURE; ANY BOARD, COMMISSION, DEPARTMENT OR OFFICER
OF THE STATE GOVERNMENT OR ANY LOCAL GOVERNMENT; BAR
ASSOCIATIONS, CHAMBERS OF COMMERCE, LABOR UNIONS OR OTHER
ORGANIZED GROUPS; AND INDIVIDUAL CITIZENS;

(2)    [[SHALL]] MAY REFER TO THE STANDING OR
STATUTORY COMMITTEES OF THE LEGISLATURE FOR STUDY AND
REPORT ANY RECOMMENDED SUBJECT MATTER IT RECEIVES;

(3)    MAY APPOINT SPECIAL COMMITTEES OR
SUBCOMMITTEES ON ANY SUBJECT MATTER;

(4)    SHALL CONSIDER THE REPORTS OF STANDING,
STATUTORY, AND SPECIAL COMMITTEES;

(5)    MAY HOLD HEARINGS ON ANY SUBJECT MATTER; AND

(6)    [[SHALL]] MAY HAVE BILLS PREPARED AS NECESSARY
TO [[CARRY OUT THE RECOMMENDATIONS OF ANY OF THE
COMMITTEES FUNCTIONING WHEN THE GENERAL ASSEMBLY IS NOT
IN SESSION.]] IMPLEMENT ITS OWN RECOMMENDATIONS.

30.

IN THE DISCHARGE OF ANY OF ITS FUNCTIONS OR POWERS,
THE LEGISLATIVE POLICY COMMITTEE, OR ANY OF THE STANDING
COMMITTEES FUNCTIONING WHEN THE GENERAL ASSEMBLY IS NOT
IN SESSION, SUBJECT TO THE PRIOR APPROVAL OF THE
LEGISLATIVE POLICY COMMITTEE, MAY ADMINISTER OATHS, ISSUE
SUBPOENAS, COMPEL THE ATTENDANCE OF WITNESSES AND THE
PRODUCTION OF ANY PAPERS, BOOKS, ACCOUNTS, DOCUMENTS AND
TESTIMONY, AND CAUSE THE DEPOSITION OF WITNESSES,
RESIDING EITHER WITHIN OR WITHOUT THE STATE, TO BE TAKEN
IN THE MANNER PRESCRIBED BY LAW OR RULE OF PROCEDURE FOR
TAKING DEPOSITIONS IN CIVIL ACTIONS [[IN THE CIRCUIT
