CHAIRMAN OF THE COMMITTEE ON ECONOMIC AFFAIRS, THE FLOOR
LEADER OF THE MINORITY PARTY AND THREE ADDITIONAL MEMBERS
TO BE APPOINTED BY THE PRESIDENT AND APPROVED BY A
MAJORITY VOTE OF THE SENATE. AS FAR AS POSSIBLE, THESE
THREE ADDITIONAL MEMBERSHIPS SHALL BE DISTRIBUTED SO AS
TO BE REPRESENTATIVE OF THE VARIOUS SECTIONS OF THE
STATE.

(2)         FROM THE HOUSE OF DELEGATES - THE

SPEAKER, THE CHAIRMAN OF THE APPROPRIATIONS COMMITTEE,
THE CHAIRMAN OF THE ECONOMIC MATTERS COMMITTEE, THE
CHAIRMAN OF THE ENVIRONMENTAL MATTERS COMMITTEE, THE
CHAIRMAN OF THE CONSTITUTIONAL AND ADMINISTRATIVE LAW
COMMITTEE, THE CHAIRMAN OF THE WAYS AND MEANS COMMITTEE,
THE CHAIRMAN OF THE JUDICIARY COMMITTEE, THE FLOOR LEADER
OF THE MINORITY PARTY AND TWO ADDITIONAL MEMBERS TO BE
APPOINTED BY THE SPEAKER OF THE HOUSE AND APPROVED BY A
MAJORITY VOTE OF THE HOUSE. AS FAR AS POSSIBLE, THESE
TWO ADDITIONAL MEMBERSHIPS SHALL BE DISTRIBUTED AS TO
MAKE THE LEGISLATIVE POLICY COMMITTEE REPRESENTATIVE OF
THE VARIOUS SECTIONS AND INTERESTS OF THE STATE.

(B)         THE PRESIDENT OF THE SENATE AND THE SPEAKER OF
THE HOUSE SHALL BE CO-CHAIRMEN.        THE DIRECTOR OF THE
STATE DEPARTMENT OF LEGISLATIVE REFERENCE SHALL BE THE
SECRETARY OF THE COMMITTEE.

(C)          ANY VACANCY OCCURRING IN THE MEMBERSHIP OF THE
LEGISLATIVE POLICY COMMITTEE, OTHER THAN IN THE OFFICE OF
CO-CHAIRMAN, WHILE THE GENERAL ASSEMBLY IS NOT IN SESSION
SHALL BE FILLED BY APPOINTMENT OF THE PRESIDENT OF THE
SENATE FROM AMONG THE MEMBERS OF THE SENATE, IF THE
VACANCY IS CAUSED BY THE RESIGNATION OR DEATH OF A MEMBER
OF THE COMMITTEE FROM THE SENATE, AND BY THE SPEAKER OF
THE HOUSE OF DELEGATES, IF THE VACANCY IS CAUSED BY THE
RESIGNATION OR DEATH OF A MEMBER OF THE COMMITTEE FROM
THE HOUSE OF DELEGATES. THE APPOINTMENTS SHALL BE MADE IN
ACCORDANCE WITH THE PROVISIONS OF SUBSECTION (A). IF THE
VACANCY IN MEMBERSHIP OF THE COMMITTEE IS CAUSED BY THE
RESIGNATION OR DEATH OF ONE OF THE CO-CHAIRMEN, THE
VACANCY SHALL BE FILLED BY THE MEMBERS OF THE COMMITTEE
FROM THE MEMBERSHIP OF THE SENATE OR THE HOUSE OF
DELEGATES, AS THE CASE MAY BE. IF A VACANCY OCCURS IN
THE OFFICE OF BOTH CO-CHAIRMEN, THE MEMBERS OF THE
COMMITTEE SHALL ELECT TWO OF ITS MEMBERS CO-CHAIRMEN, ONE
OF WHOM SHALL BE A MEMBER OF THE SENATE AND THE OTHER A
MEMBER OF THE HOUSE OF DELEGATES.

(D)          WITH RESPECT TO THE COMMITTEES OF THE
LEGISLATURE WHEN THE GENERAL ASSEMBLY IS NOT IN SESSION,
THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE
OF DELEGATES EACH SHALL BE RESPONSIBLE FOR MAKING ANY
DECISIONS WHICH RELATE TO OR AFFECT THE ACTIVITIES OF THE
MEMBERS OF THEIR RESPECTIVE HOUSES ON THOSE COMMITTEES,
INCLUDING, BUT NOT LIMITED TO, THE MAKING OF APPOINTMENTS
OF OFFICERS AND MEMBERS OF COMMITTEES, AND THE SETTING OF
DATES, TIMES, AND PLACES OF MEETINGS OF COMMITTEES.
