costs incidental to the issuance of permits
authorized by this Section.

Chapter 10

ACT to amend the Montgomery County Code 1972, as
amended, by the addition thereto of a new Chapter
54A, title "Transit Facilities", to make it unlawful
for persons aboard certain public passenger vehicles
in the County to engage in certain specified
conduct; to authorize public passenger carriers to
refuse to transport persons whose conduct
constitutes a disturbance of the public peace; to
specify penalties for violation of this Act; to
state the purpose and intent of the Act.

Chapter 11

ACT to repeal and re—enact, with amendments, Section
20-39, title "Same — By public library, rescue squad
or fire department", of Chapter 20, title "Finance",
and Section 21-1, title "Council approval for
organization and location of fire companies and
rescue squads", and subsection (c) of Section 21-4,
title "County fire board", of Chapter 21, title
"Fire and Rescue Services", Montgomery County Code
1972, as amended, to provide that the County
Executive shall not approve sites for construction
of any fire or rescue squad station unless the
County Council has first approved location or
relocation of such facility in the Montgomery County
Six Year Capital Improvements Program; and to
clarify in the listing of duties, responsibilities
and authority of the County Fire Board the
respective roles of the County Executive and County
Council for final approval of the organization,
location and relocation of fire station and rescue
squad facilities.

Chapter 12

ACT to amend Section 25A—3, title "Definitions", of
Chapter 25A, title "Housing, Moderately Priced",
Montgomery County Code 1972, as amended, by revising
the definition of closing costs to include charges
for house location survey and fees for preparation
of loan documents and deed of conveyance; by
revising the definition of moderate income to delete
reference to the continued occupancy limits for
